Republic of Montenegro has received financing from the World Bank toward the cost of the Montenegro Health System Improvement Project, and it intends to apply part of the proceeds toward payments under the contract for the Procurement of Computer Equipment (SAM-MHSIP- 3919 YF-ICB-G-08-B2.1).

At least five years experience in manufacturing and/or supplying of similar goods During the past four years, the Bidder must have completed two successful contracts involving delivery, installation, and provision of technical support for Goods/ Equipments of similar functional/ technical characteristics and of a comparable scale Technical Capacity: Successful bidder should have, at the time of contract signature, the necessary support capabilities within the purchaser’s country and/or on-the site to support all the goods offered under the contract.

The Republic of Armenia (RA) has received an Institutional Development Fund (IDF) grant provided by the World Bank (TF090559) toward the cost of the Building Capacity to Implement Government Financial Management Information System, and intends to apply part of the proceeds for consulting services.
The objective of this assignment is to help the Ministry of Finance and Economy of the Republic of Armenia (MOFE) strengthens its capacity and preparedness to introduce and implement a Government Financial Management Information System (GFMIS).
A core task of this assignment is to assist the MOFE prepare detailed technical specifications for the application software, hardware and network equipment solutions developed for the GFMIS. Another critical deliverable is an enhanced implementation strategy for the MOFE to implement the GFMIS under the framework of overall Public Financial Management (PFM) reforms. The Consultant will also assist MOFE in organizing workshops for user groups and training programs for MOFE technical staff on information system procurement.
This is an assignment for a firm experienced in providing advisory services for reforming PFM systems covering all important aspects of the PFM cycle (i.e. budget preparation and execution, cash and debt management, treasury operations, public accounting, financial reporting, procurement, human resources management, payroll calculations, financial control and auditing) and related Information and Communication Technology (ICT). The assignment is expected to entail approximately 24 person-months over a 7 months calendar period. The assignment shall commence as soon as practical, preferably in May 2008.
The Consultant must work in close cooperation with the MOFE and other organizations’ officials to complete this assignment.
The Ministry of Finance and Economy of RA now invites eligible consultants to indicate their interest in providing the above mentioned services. Qualifications requirements include:
(a) Financial Capability:
1. The bidder’s (single bidder or joint venture) average annual turnover shall be not less than equivalent of US$ 3 million for the last three years (2004 – 2006). 2. If the bidder is a joint venture, the average annual turnover of the partner’s in charge shall be not less than equivalent of US$ 2 million for the last three years (2004 – 2005). 3. 1. The bidder should be certified in accordance with ISO 9001:2000 or GOST R ISO 9001:2000 quality management standards. This certificate shall be submitted by the bidder to the purchaser before signing of the Contract Agreement. 2. The bidder or its designated sub-contractor must have warranty service network or must submit the detailed plan for setting up such warranty service network to provide warranty services and technical support on the Project sites on the terms indicated in the Bidding Documents. The Ministry of Labor and Social Development of the Kyrgyz Republic now invites eligible candidate to express their interest in providing these services. Selection will be carried out through the method of quality and cost based selection (QCBS) in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
Consultant should meet the following qualification criteria:
1. During the last four years the consultant must have completed at least one successful contract on development, implementation and technical maintenance of Corporative Information systems. This experience must have been gained by the consultant, or in the case of a Joint Venture, by a Partner in the bid; sub-contractor experience for this qualification requirement will not be accepted. Consultant must provide information on completed contracts and contact data of clients, from whom the references may be obtained or whom the purchaser may visit if necessary for familiarization with the systems implemented by the interested Bidder. All such visits will be made at expense of the purchaser.
2. Average annual turnover for last two years should excess US$ 200,000. Consultant must provide balance sheet for the last two years, certified by the qualified accountant or by the certified copies about taxes reimbursement.
3. The consultant must have experience in development of application software using software and data manager indicated in its bid.
4. The consultant must have experience in training of the users and IT specialists in the frame of projects on establishment of the dimensioned (preferably in social assistance area) information systems.
5. The consultant must have an organized network of service locations throughout the Kyrgyz Republic adequately staffed with software technicians trained and certified to support each of the proposed off the shelf (standard) products, or must demonstrate in the bid documentation, a credible plan for having such a network established no later than eight months following contract effectiveness. In addition to a description of the present service network, if any, a credible plan must show at a minimum:
(a) The approximate number of service centers in the country (b) An indication of their geographical locations at the time when the plan has been fully implemented (c) The typical functional set-up including staffing at the main service center (presumably in or in the vicinity of Bishkek) and at other functional levels of the service structure
The service structure must enable the service staff to arrive on-site within two business hours to the Ministry of Labor and Social Protection headquarters and within two business days to all other Project Sites.
6. The consultant must have a representative office in Bishkek, or a plan to have one established no later than by contract signing. In the case of a joint venture this office must be representative of the lead partner.
Implementation of the project will take approximately 280 consultant-months within two years of the project realization.

The Ministry of Health, Labor and Social Welfare intends to obtain technical assistance in Design and production of the National Health Account. Objective:
Assist the Ministry of Health, Labor and Social Welfare to design and produce a National health account – a tool for summarizing, describing, and analyzing the financing of national health systems, which is essential to better use of health financing information to improve health system performance.
The Consultant is expected to do the following tasks: The Government of Montenegro has received a Grant from CIDA in the amount of US$ 1 million in support to the Montenegro Health System Improvement Project.

Assist the Ministry of Health, Labor and Social Welfare to design and produce a National health account – a tool for summarizing, describing, and analyzing the financing of national health systems, which is essential to better use of health financing information to improve health system performance.
The Consultant is expected to do the following tasks: · To carry out an in-depth assessment/evaluation of available/existing statistical data relating to health expenditures, including a review of available sources of information and how this information can be used to construct a first version of health accounts. - Define/develop the conceptual framework for NHA production
- Advise on the institutional framework that is necessary for having the NHA designed, produced and implemented on a regular basis (structure of the NHA Steering Committee and NHA WG, describe their members’ roles and responsibilities, profile & qualifications required)
- To make a proposal on NHA housing
- In the implementation stage to supervise / advise on the process of health expenditures data collection and organizing them into NHA tables (NHA tabulation); provide estimate for missing data; Make sure that the process is done in compliance with the key principles: transparency, policy relevance, compatibility and measurement feasibility
- To deliver collected data with a statistical analysis for health policy (to do a review of results) and recommend how to ensure national commitment to make NHA produced on a regular basis
Duration:
This consultancy is to be executed over a calendar period of 18 months. The assignment will require about six staff/months of an international NHA expert, who will work in close collaboration with the national NHA WG with the major objective of building NHA capacity within the Government and institutionalizing NHA.
The assignment does not require the Consultant to be based in Podgorica for the entire duration of the contract. However, at least 60 per cent of the consultant’s time should be spent in Montenegro. The timing is to be negotiated with the PMN Coordinator and HIF being appointed as an implementation agency.
The Consultant should make at least four visits to Podgorica. Between visits to Podgorica the consultant should be available to provide advice by e-mail and phone.
The consultancy is expected to commence in May 2007 and be completed by the end of December 2008. Dates are subject to change.
Qualifications
The Consultant shall possess the following qualifications: · Degree related to statistics, accounting, health financing or economics; advanced degree would be desirable · A demonstrated experience in NHA and analyzing health sector performance in several countries, as well as being an internationally recognized NHA expert with credentials from OECD, WHO, Eurostat · Knowledge of health insurance and health care financing systems, familiar with national economic statistics and accounting practices, experienced with data analysis · Hold report writing and data collection experience, as well · An experience in working with central and eastern European and transition countries · An experience in working in South East Europe countries would be an asset · Good communication skills and ability to work in team · Knowledge of English is a must.
